AWARD SCHEME REGULATIONS
1. Eligibility. All applicants for Awards must be in full-time
education and have not yet reached their 19th birthday.
2. Fees and Qualifications. The fees and qualifications for
Awards shall be as laid down in Appendix 'A' hereunder.
3. Changes, etc. No regulation, fee or qualification shall be
altered, rescinded or added to without referral to and the approval of the Executive Committee.
4. Awards Secretary. An Awards Secretary shall be elected at the
Annual General Meeting of the BSCA for the purpose of generally administering the Award Scheme under these Regulations.
5. An applicant may be permitted to make more than one attempt at any award without payment of a further
fee.
6. Award Attempts
(a) All Award attempts shall be
conducted under the 'BSCA' rules appropriate to their Section.
(b) All Award
attempts must be solo rides, with the following exceptions:-
(i) Preliminary Ride
(ii) Bronze, Silver and Gold Standard Rides
(iii) Tours
(c) Racing Awards may be
applied for after an Award standard is achieved if an accurately completed Awards form is signed by an eligible Award Examiner [see Regulation 10 (iv)].
(d) All Award
applications must be made on an official Award Scheme application form.
7. At levels above the Preliminary, Award attempts may be made in any of the categories.
8. Touring Section. In the Touring Section of
the Award Scheme, if Youth Hostel bednights should prove to be an impracticable qualification for part of a tour, the Awards Secretary shall have discretionary power to accept other forms of overnight
accommodation.
9. Standard Rides. A standard ride is defined
as an event conducted in compliance with Appendix 'C'.
10. Award Examiners' Eligibility
(a) The following
persons shall be eligible to conduct Award attempts and to vouch for the accuracy of the information supplied to the Awards Secretary:-
(i) The BSCA School Correspondent (defined as the teacher at an affiliated school or comparable
body through whom BSCA business is conducted).
(ii) Any member of the BSCA Executive Committee.
(iii) Qualified Coaches under the Association of British Cycling Coaches.
(iv) Any timekeeper appointed by a cycling club affiliated to the British Cycling Federation or Road Time Trial Council.
(v) Any other person approved by the Executive Committee.
11. Higher Awards. An applicant shall ride
separately for each Award. The achievement of a higher Award standard shall not entitle an applicant to claim a lower Award, even in the same category (e.g.. an applicant successfully completing a Silver tour
or a Gold time trial may not also claim for a Bronze tour or the Silver and Bronze time trials). Such an applicant may, however, purchase the cloth strips for lower Awards.
12. The Dunlop Trophy. The Dunlop Trophy will be
awarded annually to the member-school which gains the greatest number of points under the Award Scheme during the course of a school year, which, for the purpose of the Trophy, will be considered to end on 31st
August, so that Awards gained in the Touring Sections during the summer holidays may be counted in that year.
13. Points for the Dunlop Trophy. The Association
considers that some method of 'weighting' is required to give all member schools an equal chance. This weighting shall be according to the total number of pupils on school role according to DES Form 7,
completed by the Head Teacher in January each year. It shall operate as follows: in schools of up to 500 pupils, the number of points shall be multiplied by 3 to gain their final school total. Schools of
501-1,000 shall multiply by 2. Schools of 1,001 and over shall maintain their total unaltered.
One point shall be awarded for each Award, excluding All-Rounder Medallion Awards for
gaining three Golds.

APPENDIX 'C' - Regulations for Standard Rides
1. General. Reliability Trials (i.e..
Standard Rides) are not races, and should be organised simply to require that each entrant must ride over a specified distance within an agreed time. The rides may
be organised to provide for entrants to ride alone or in groups.
2. Size of Groups. In the case of entrants in
groups, no one group should at any time consist of more than ten riders.
3. Conduct of Groups
(a) All riders in a
group must ride in an orderly manner in accordance with the law relating to road travel, and not more than two abreast, extend all reasonable courtesy to other road users.
(b) If group leaders
are appointed, it should be the duty of the leader to report to the event organiser any rider in his group who offends against good road conduct or any of these Regulations, giving details of the circumstances
of the offence. The organiser should then take such action as he thinks necessary, e.g. disqualification, reporting the rider(s) concerned to the appropriate authorities, refusing entry to future similar events
and publication thereof on the finishing sheet, etc.
(c) In cases where
group leaders are not appointed, the organisers should appoint travelling judges to carry out the duties specified in (b) above.
4. Intervals between Riders. In cases where
riders are started individually, the interval between their despatch should not be less than one minute.
Where riders are started in groups, the interval between each group should not be less than five minutes.
5. Route. The route of a Standard Ride should
be so planned that it will necessitate all-round riding ability and not sheer speed. The roads selected should be such that group riding on them will cause the minimum of inconvenience to other road users.
6. Clothing. Riders should wear ordinary club riding clothing.
7. Conditions of Machines and
Equipment. Riders should not be allowed to start in Standard Rides if their machines are not in sound mechanical condition. Each
machine must be fitted with an efficient front brake if a fixed wheel is used, and two efficient brakes if a free wheel is used.
8. Maximum Speed. No Standard Ride should be
promoted which requires the participants to maintain an average riding speed of more than 18 mph (20 mph in the case of tandems). 'Average Riding Speed' means the average speed when actually riding, and in
calculating it all periods allowed for meals and reporting must be deducted from the total time allowed for the scheduled distance. Intermediate checks should be used to ensure that riders comply with this
regulation.
9. Publication of Results.
A published finishing sheet should contain only information as to whether or not entrants have completed the route within the specified time. On no account should organisers publish details of the actual
finishing times of riders, nor indicate in which order they finished.
